Montpelier A Drop-Off Spot for Tire Program

Montpelier has a drop off spot for a Central Vermont tire program that helps people in two ways. The Wheels for Warmth program helps people who need tires at affordable prices and helps recycle tires while raising money to help people heat their homes throughout Central Vermont. Winter is coming which enhances the need for quality tires with good tread, and certainly the need for heating, both of which can be very expensive for those with limited incomes.

In Montpelier tires can be dropped of this Thursday and Friday, October 27 and 28, from 3 p.m. through 7 p.m. at DuBois Construction on Three Mile Bridge Road. Tires that meet the criteria will be accepted at no charge to the donor.

Tires must meet the following standards to be accepted at no charge:
• The tires must have a remaining tread of at least 2/32nds of an inch.
• No worn spots can be visible, no cord can be showing.
• There can be no cut(s), snags or cracks in the sidewalls that are longer than 1 inch and/or are deep enough to expose cords.
• No visible signs of structural damage.
• Studded tires cannot be missing studs.
• Tires cannot be repaired in anyway, no plugs.

Tires that are in good shape will be sold to those residing in Central Vermont who need tires but cannot afford to buy brand new ones. People who need these tires will pay no more than $15 per tire. Tires that don’t make the cut will cost $4 each for recycling. All of the money raised through this program, from tires that are sold and tires that are recycled, will go to the Central Vermont Community Action Council’s emergency and supplemental fuel assistance program. This program helps many in Central Vermont stay warm in our cold winter months.

If you have any tires lying around, make sure you get to the drop-off in Montpelier this Thursday and Friday. Other locations include the Stowe Transfer Station, and Casella Waste Management, in Williston.

Montpelier, the capital city of Vermont, is seeking a Fire Chief. Current Chief retiring 5/1/11 after 5 years as Chief, 10 years as Deputy Chief and 31 years with department. Department Head position which answers directly to the City Manager. Combination Fire/EMS department with 19 full time employees, 2 regular part time employees, up to 15 call force members and $1.93 million budget.

The Fire Chief is responsible for all fire suppression and prevention activities within the City and as part of regional mutual aid. Responsible for ambulance service in Montpelier and three neighboring towns (by contract). Responsible for administering local/state building/health codes including permit issuance, inspection, plans reading and enforcement. Facilities and equipment are in top condition and department has a record of excellent service and response to public. Emphasis is placed on fire prevention, education and training.

Candidate should have demonstrated experience with: all aspects of fire suppression including incident command, ambulance service delivery -including billing and collections, active fire prevention efforts, building codes and inspection systems, supervision in a unionized environment, recruitment and retention of a call force, and other aspects of departmental operation including public engagement, budgeting, purchasing, strategic planning and personnel management.

The successful candidate will have: good communication and public presentation skills, demonstrated ability to track multiple priorities and activities, ability work with tight budgets for the best public value and strong leadership skills. Applicant must have an Associates Degree, preferably in Fire Safety or Public Administration. Completion of Executive Fire Officer Program at the National Fire Academy is preferred but not required. Experience as Chief Officer or Deputy Chief Officer for a comparable department, or supervisory position in a larger department is required. Formal education requirement may be waived based on sufficient work experience. Must have, or once had, valid certifications in firefighting and EMS. Building code certifications a plus. Must have, or be able to obtain, a valid State of Vermont Driver’s License.

The City of Montpelier offers a comprehensive benefit package. Compensation based on qualifications and experience, current budgeted annual salary is $73,000. Whether a property is in or out of the Special Flood Hazard Area (SFHA) as shown on the current Flood Insurance Rate Map (FIRM) of the City.

Additional flood insurance data for a site, such as the FIRM zone and the base flood elevation or depth, if shown on the FIRM,

They have a handout on the flood insurance purchase requirement that can help people who need a mortgage or loan for a property in the SFHA.

Tax Incentives Expanded For Vermont Home Buyers

Legislation passed by Congress, and signed by the President, allows “repeat” or “move up” buyers to qualify for a federal tax credit of up to 10% of the purchase price up to $6500. This is an element of the homebuyer’s tax credit that previously was only available to first time buyers but now has been expanded. To qualify, a “repeat” buyer must have lived in a home they used as their primary residence for a at least 5 consecutive years out of the past 8 years. The purchase price of the new home cannot exceed $800,000 and annual income cannot exceed $125,000 (single filers) or $225,000 (married filing jointly). The new home must be used as the purchaser’s primary residence and the cost of the new home being purchased does not have to be higher than the previously owned home. The buyer must be under contract by last day of April 2010 and close on or before June 30th of next year.

The tax credit is still obtainable to first time purchasers for 10% of the purchase price up to $8000. A first-time purchaser is defined as anyone who has not owned a home in the past 36 months. The end of April deadline and income limits outlined above also applies to first time purchasers.
